Pit & Perc

A Pit and Perc Test determines if your property is suitable for a septic system. A test pit is dug to evaluate soil conditions, and a percolation test measures how well water drains through the ground.

This process ensures proper sewage system function and meets local health and environmental requirements.

Existing System Inspection: Subdivisions

An Existing System Inspection is required during subdivision when a property’s sewage system has not been evaluated within the past calendar year. This inspection ensures the current system is functioning properly and meets local regulations.

It helps verify system performance before subdivision approval and protects future property use.

10 Acre Exemption/ Rural Exemption
$149.00

A 10-Acre (Rural) Exemption allows certain properties to be excluded from full sewage planning requirements. Qualifying properties may use individual on-lot septic systems without extensive testing or permitting.

To be eligible, the property must meet local criteria, including being at least 10 acres and remaining in the immediate family’s ownership since 1985, with proper deed documentation to verify.

Non Building Waiver
$199.00

A Non-Building Waiver is used during subdivision when a newly created lot is not intended for development. This waiver confirms that no sewage system will be installed and no building will take place on that parcel.

It helps simplify the subdivision process while ensuring compliance with local sewage regulations.

    • Submit an Application
      Complete and submit the required permit application to your local Sewage Enforcement Officer (SEO) or municipality.

    • Site Evaluation
      A site visit will be scheduled to evaluate soil conditions, slopes, and overall suitability for an on-lot system.

    • Soil Testing (Probe & Perc)
      Soil testing, including a probe and percolation (perc) test, is conducted to determine how well the soil can absorb wastewater.

    • System Design

    • Permit Approval
      Once the site and design meet all requirements, the permit will be issued.

    • System Installation
      A qualified contractor installs the system according to the approved design and specifications.

    • Final Inspection
      The SEO performs a final inspection before the system is covered to ensure proper installation.

    • Approval to Use
      After passing inspection, you will receive approval to use the system.

    • Contact a land surveyor to prepare a new plan (minimum of 4 copies recommended)

    • Consult an attorney, as a new deed must be recorded to legally transfer ownership

    • Complete the required application through the Planning & Development Office

    • Contact Sewage Enforcement Agency for required approval (applies to all parcels)

    • Visit your Township or Borough Office to obtain municipal signatures on the plan and sewage documents

    • Submit your completed application, signed plan, and sewage documents by the monthly deadline (last business day of the month by 1:00 PM)

    • Attend Planning Commission review (if required)

    • Record your approved plan and new deed with the Register & Recorder’s Office to finalize the process

    • Submit an application for an existing system permit

    • Schedule an inspection of the current sewage system

    • Have the system evaluated to ensure it is functioning properly and meets current regulations

    • Complete any required repairs or upgrades if deficiencies are found

    • Provide the approved sewage permit to your municipality as part of your building permit application

  • A granny flat, also known as an accessory dwelling unit (ADU), is a smaller, secondary living space located on the same property as a primary home. It can be attached or detached and is typically used for family members, guests, or additional living space.

    Time Limitation:

    • Permits are typically valid for a limited time (commonly 1– years, depending on the municipality)

    • Construction must begin and/or be completed within this timeframe or the permit may expire

    • Extensions may be requested but are not guaranteed and may require additional fees or reapproval

    To obtain a permit, follow these steps:

    • Contact your local municipality to confirm zoning allows a granny flat (ADU) on your property

    • Submit a zoning or land use application (if required)

    • Apply for sewage approval (new system or evaluation of existing system) through the Sewage Enforcement Officer (SEO)

    • Provide a site plan showing the proposed location of the granny flat and existing structures

    • Complete and submit a building permit application with construction plans

    • Obtain all required approvals (zoning, sewage, and any additional permits)

    • Begin construction once permits are issued

    • Schedule required inspections throughout construction

    • Receive final approval and occupancy once the project passes inspection

    • Contact the Sewage Enforcement Agency to report the issue and begin the process

    • Submit a repair permit application

    • Schedule a site visit for the SEO to evaluate the malfunctioning system

    • Have the system assessed to determine the cause and extent of the failure

    • Receive a repair or replacement design based on site conditions

    • Obtain approval for the proposed repair plan

    • Hire a qualified contractor to complete the repairs according to the approved design

    • Schedule an inspection during and/or after the repair work

    • Receive final approval once the system is properly repaired and meets regulations
